The solar panel powers the continuously flashing LED (in every 5 seconds) indicator and charges the rechargeable batteries (not included)

The flashing LED will operate by the solar panel when the light intensity reaches about 20K (LUX). For charging NiMH batteries at the same time, the light intensity need to reach about 50 (LUX). When using normal batteries, the charging function will not function but with sufficient light the solar panel will operate the flashing LED otherwise the batteries will take over till they run out of power.
